Demolition of building #10 and site redevelopment at the hill east waterfront
To revitalize a neglected area along the Anacostia Waterfront, DMPED chose Volkert to design Phase 1 of the Hill East Waterfront redevelopment. Hill East is a 60-acre campus located along the Anacostia River on the eastern edge of historic Capitol Hill. Phase I design involved building demolition, overall concept design, and final design of selected areas including a new parking lot to accommodate 200 vehicles.
The project involved the demolition of Building #10 to make way for a 2-acre parking lot. Building #10 is a four story 100,000 square-feet building. The building was to be demolished to make way for a new parking lot.
Prior to the demolition, Volkert conducted a comprehensive survey of asbestos, lead-based paint, hazardous materials and limit Phase 1 and 2 environmental site assessments of the buildings and associated underground storage tank. Volkert also provided detailed specifications and designs for the removal of asbestos, lead-based paint, mold, PCB light ballast, mercury light tubes, stored chemicals and an underground storage tank. Cost estimates for remediation were prepared to determine cost prior to demolition.
Contractor pre-abatement submittals were reviewed by Volkert in accordance with project specifications, EPA, OSHA and D.C. regulations. Upon completion of the submittal review, Volkert provided abatement monitoring during the abatement and reviewed payment requests before payment.
Sampling included asbestos bulk samples; asbestos air samples; lead based paint wipe, air and surface sampling; and soil and water samples. Analyses included asbestos PLM, asbestos air PCM and TEM, TPH diesel range organics (DRO) in soils and gasoline range organics (GRO) in soils and mold spore trap sampling.
Volkert used sub consultants to assist with monitoring, inspections and sample analyses. Volkert coordinated with onsite industrial hygienist to verify that the samples were collected according to specification and regulations and that the analyses were conducted properly. Once the samples were collected, Volkert verified that the lab analyses were conducted within schedule.
